2054617 - SAP Host Agent operation detect-hostagent-v2 failed . Command execution failed. : Failed to execute 'cat': Permission denied

Symptom

When running HANA Lifecycle Manager (HLM) and trying to apply a support package, the following error appears:

Error Message: Execution of 'Detects available single support packages' failed.
Detailed Message: Could not detect software components on system <SID> on host <hostname>.
Could not execute saphostcontrol operation detect-hostagent-v2 with arguments {INSTALLATION_PATH=/usr/sap/hostctrl} on host <hostname>.
SAP Host Agent operation detect-hostagent-v2 failed . Command execution failed. : Failed to execute 'cat': Permission denied

In the sapstartsrv.log file there will be errors:

*** ERROR => Failed to start command cat [OperationCom 617]
*** ERROR => OperationCommand::Execute(): StartCommand failed [OperationCom 191]
*** ERROR => Operation::ExecuteNextCommand(): Execution of command Print manifest of SAP HOST AGENT failed with errorcode -1 [Operation.cp 350]
*** ERROR => Operation Worker Thread[id=42F2E965F8831ED488C85A86411C4EDA]: Command execution failed [Operation.cp 482]
