2061577 - SGEN errors out with 500+ errors in recent SAP_BASIS versions

Symptom

SGEN errors out with 500+ errors either during upgrades/enhancement packages installations or when running SGEN standalone.

The system is on a SAP_BASIS version more recent than the one informed in note #1630356, therefore this not does not apply to this case.

The exact number of errors vary, but they're always higher than 500. Similar to the following:

Repeating SGEN (or INITializing it) does not help. You can't proceed.
