2062387 - How to Customize ImpEx Logic for Localized Item Attributes

By using the out of the box ImpEx extension, existing values are overwritten by the values specified in ImpEx file during UPDATE, even if you just want the overwrite to happen IF the value is not empty in the file.

For example:

INSERT_UPDATE PRODUCT;CODE;SUMMARY ;1;DESCRIPTION_1 ;2;;

We want the existing description for Product code 2 not to get overwritten to empty. Just to make the requirement a bit more tricky, the attribute that we want to have this custom logic applied to is localized. That means we want to update lang=en summary only, but not all other languages.
