2064179 - One of the two SAP AS servers cannot start on a single host due to ICM error

Two servers were installed on one host (can be AS ABAP and/or AS JAVA instances), thus one host have two System IDs: SIDs. One server starts fine, but the second server fails to start and drops an ICM error. The logs show the following errors:

 

dev_jstart log extract:

jvm_datcol.out log extract:
com.sap.engine.datcol.Task error
SEVERE: while trying to get the length of an array loaded from local variable 'arr$'
