2064377 - SUP: After installing a patch that replaces SUP executables the server fails to start with no error messages

Symptom

  1. An SUP patch was obtained
  2. The patch was a ZIP containing specific EXEs to replace
  3. The patch did not include a setup to apply the patch
  4. After replacing the files the server fails to start with no error messages
  5. Right click on the executable that were replaced and review the General Tab of the Properties.  Note the following message: This file came from another computer and might be blocked to help protect this computer
