Symptom

The following warning message is displayed on the "Responses and Awards" screen while editing Substitute Items on the "Response Comparison" screen:

RFx response from XXX contains bidder added items; open response to award (BBP_BID_EVAL 008)

The "Action" column is disabled when the Response contains "Substitute items".
