2067657 - Unable to restore from backup on SAP IQ 16 SP04.04

Symptom

Running an IQ RESTORE database command in an IQ 16 SP04.04 server fails with the following error messages

Could not execute statement.
Error during backup/restore: unable to close device
/IQ16/IQ-16_0/demo/mybackup (A file descriptor does not refer to an open file.)
SQLCODE=-697, ODBC 3 State="HY000"
Line 1, column 1
