2067772 - Two-Envelope Bidding without Simultaneous Logon system behavior

If SRM_701_TWO_ENVELOPE customizing switch is active and SRM_701_SIMULTANEOUS_LOGON is inactive the purchaser user can open the Responses before the submission deadline has been passed from the RFx Response comparison screen. This is a wrong system behavior. If Two Envelope Bidding (TEB) is active and the submission deadline has not been passed the Responses shall not be able to be opened by the purchaser user before the submission deadline.
