2069295 - HTTP Status 500 while creating a new job in Promotion Management using a delegated administrator

Symptom

When using a delegated administrator for Promotion Management who does not have the 'Promote Job' right, The following error is displayed behind the loading icon:

HTTP Status 500 - java.lang.RuntimeException: javax.servlet.ServletException: com.businessobjects.lcm.utilities.LCMException: com.businessobjects.lcm.utilities.LCMException: Sorry, you do not have the right to 'Promote Job' (ID: 304) for 'Promotion Management' (ID: xxxx). Please contact your administrator if you require this right.
