2069469 - Policy configuration eis/SAPJRAFactory does not exist for connector

Symptom

Deployment of the SAP Java Resource Adapter (SAPJRA) archive sap.com~tc~sapjra.sda (which is part of the J2EE-APPS.SCA) fails due to policy configuration missing and the below error is recorded in the deployment traces:

Cannot deploy resource adapter "sapjra.rar". -> (Failed in component: security, BC-JAS-SEC) Policy configuration "eis/SAPJRAFactory" does not exist for connector "eis/SAPJRAFactory" in application "sapjra.rar".
