Resolution
It is possible to make all goal details read-only on the goal section of a form but still let employees write in comments for the goal. This option is independent of the goal details read-write settings on the Goal Plan.
In order to make changes in the XML, please contact your Implementation Partner. If you don't have a Partner, you can find for SAP Certified Partners via the SAP Partner Finder or, alternatively, speak with your Account Executive or Customer Engagement Executive about Professional Services options.
Note: this change will only apply to new forms launched after the change.
