2072992 - Service Item option missing under Add Line button on Items tab

Symptom

Service item option is missing under Add Line button on RFx Items tab. Service item cannot be selected in the Item Type column as well.

If HIER_SE hierarchy template is used then Service item can be found under Add Subline button, which becomes active if an Outline item has been added.
