How can curricula show as incomplete until all items are complete?

• Items within the curricula are not marked as required with an effective date, and/or ‘Subsequent Failures Reset Curriculum Status’ is not enabled

• All items within the curricula must be required, and the items must have effective dates. 
• The option "Subsequent Failures Reset Curriculum Status" must be enabled. 
• Once the required items in the curricula are complete, the curricula will be marked as complete
