Your PM form can be configured to have the PM Internal Scrollbar enabled or disabled. This switch also impacts the display of the save icons that also display in PM sections.

Cause
Save icons are displayed or hidden based on company setting: Provisioning > Company Settings > Disable the internal scrollbar next to forms.
Resolution
To show Save Icons in each section the option "Disable the internal scrollbar next to forms’" needs to be checked in provisioning. This is also going to change how page displays. Disabling internal scrollbars can improve usability.
