Symptom
Employee History is blank, and the filter fields are not appearing in the Variable Pay template. Although the Employee History import completes successfully and the records are visible in the Summary tab, no data is displayed on the Edit Employee History page.

Reproducing the Issue
- Run "Import Employee History from Employee Central"
- The job completes successfully and shows ** employees imported
- Go to Edit Employee History
- Notice it is blank and filter options are missing:
- Click to search users > no records found
Cause
This is a design behavior when feature "Enable Assigner Based" is enabled in Provisioning.
Resolution
The Enable Assigner Based functionality restricts access to Employee History by allowing only the designated planner (specified through the Assigner ID field) to view and manage the employees assigned to them. This feature is unrelated to Assignment-based Rating and was designed for customers who want to prevent administrators from importing or modifying Employee History. If it is enabled but not configured correctly, it can also prevent form creation, resulting in a message indicating that the process completed successfully but 0 forms were created.
Note: Your Implementation Partner, who has access to Provisioning, can disable this functionality if needed.
