Symptom
This article provides some configuration checks if the following errors are received while attempting to process a Mass Changes:
Mass Change feature configuration issue. Please contact your System Administrator for assistance.
The system has encountered an unknown error on import. Please contact the System Administrator.

Environment
SAP Success Factors Employee Central
Cause
There is a missing or invalid MDF configuration.
Resolution
To operate, Manage Mass Change relies on metadata Framework (MDF) Picklists to be configured. These need to be both PRESENT and also CORRECT or this kind of error can happen. The 1st screen shot above occurs when the Picklists are not present. The 2nd one occurs when the values are not exactly as they should be.
In Admin Tools > picklist center there should be 3 Picklists set up exactly as per below screen shots. Check this to see if there are any anomalies to be corrected, then try to submit your Mass Change job again.
