2080984 - Concurrent starting of ESP Project on a machine may fail

Symptom

Concurrent starting of ESP (Event Stream Processor) Project on a machine may fail due to lack of number of processes.
When many ESP Projects start under low maxproc OS setting, you may get the below error:

> start project default/vwap
[error] server returned : [FAILURE:Application wait for status is started, but application current status is not started]

You will see the below error in stdstreams.log file:

# There is insufficient memory for the Java Runtime Environment to continue.
# Cannot create GC thread. Out of system resources.
# An error report file with more information is saved as:
# $ESP_HOME/cluster/examples/projects/default.vwap.0/hs_err_pid606.log
