2081323 - Service Content Update failure - short dump "IMPORT_FORMAT_ERROR"

Symptom 1:
You have upgraded to SAP Solution Manager 7.1 SP11 and encounter the following dump when applying the service content:

The exception, which is assigned to class 'CX_SY_IMPORT_FORMAT_ERROR', was not caught in procedure "AGS_DSWP_APPLY_SERVICE_UPDATE" "(FUNCTION)", nor was it propagated
by a RAISING clause.

When attempting to IMPORT the object "INSERT", there was a format error.
Unable to read an IMPORT dataset.
The dataset may have been processed using SQL and is
thus no longer readable for the IMPORT.

Symptom 2:
You are facing a daily dump on JOB SM:SERVICE CONTENT UPDATE or every time you try to apply updates through transaction AGS_UPDATE.
