Symptom
A user can be part of Team Recruiting by being assigned individually to the Operator Team field or being added to a Recruiting Group and then this group is assigned to the Operator Team.
When a user is removed from Team Recruiting, it can still access the job requisition from Job Summary page.

Reproducing the Issue
- Go to the job requisition
- Remove the user from Team Recruiting:
- Scenario 1: Remove user from Operator Team as individual user
- Scenario 2: Remove user from the Recruiting Group which is assigned to the Operator Team
- Proxy as the user and then go to Recruiting > Job Requisition
- Notice that job requisition is still accessible
Cause
The user is actually an up-line manager of the user assigned as Hiring Manager, or the user is an up-line manager of any user assigned to the Hiring Manager Team.
Then, in Admin Center > Manage Recruiting Team Settings, the "Allow managers above Hiring Manager to have access" option is enabled.
Hence, although user is removed from Team Recruiting, it can still access the Job Requisition as the GM+ role (Hiring Manager's Manager).
Resolution
Switch off the feature "Allow managers above Hiring Manager to have access" in Admin Center > Manage Recruiting Team Settings. This will revoke the access to the requisition of Hiring Manager's up-line managers.
Another option is to reassign the Hiring Manager role, or remove from the Recruiting Group assigned to Hiring Manager Team those users that are down-line reports of the user in the organization hierarchy.
