2083696 - Error "Data is empty or you do not have permission to access it" displays from BPC web client-BPC 10.1 NW

Symptom

There is an error message "Data is empty or you do not have permission to access it" displayed when trying to open a published file from BPC web client.

And the published file can be found in UJFS->ROOT->WEBFOLDERS->Environment name folder->model name folder->privatepublications->username folder->XXXXXX.zip file.
