2084187 - Budget - Based on Groups Shows as $0 - Compensation

• When we mass create forms the budget is incorrectly showing as $0

• To set via UI go to the Compensation Template > Plan Setup > Plan Details > Budget. Note the Formula Criteria has the Budget Group box selected.
• Do not use DirectAmount as the mode
• Mass Create is not supported if Mode is based on "DirectAmount". In this scenario you need to launch worksheets individually. (budget will show as $0 when mass created) CMP-8500
