2086078 - Launch Pad landing page takes too long

• Experiencing slow logon times with BI launchpad fopr SSO, non SSO, and even enterprise accounts using BI\BOE\logonNoSso.jsp.
• Problem affected login to client tools, CMC, and most actions in the CMC were very slow as well
• problem seems to be getting progressively worse (a week ago logons would take up to a minute, the next week up to 5 minutes) 
• SIA restart would improve the situation but for progressively less time
• no errors in event viewer CMS, task manager showed moderate performance stats for memory and CPU but nothing extreme that would normally go hand in hand with 5 minute logon times

SAP BusinessObjects Business Intelligence Platform 4.1 SP3 was customer patch level but the issue could occur in all version of BI and XI 3.1 as well
