2086765 - Enable Completed Form Item Comment Copy - Performance Management

When the form template setting "Enable Completed Form Item Comment Copy" is enabled, it does not allow users to copy comments from a section in a previously completed form into the same section of their current form.

1. In Form Template Settings > Enable Completed Form Item Comment Copy > and save the template
2. Go to a current form and click on the History icon
3. There is no possibility to copy comments from a previous form into the current in-progress form.

The form template setting "Enable Completed Form Item Comment Copy" is currently not supported for PMv12A.
