2086911 - Error 'User is not authorized to access Configuration Manager' occurred with 'JVM Parameters Setup' or 'Byte Code Adapter Installation' in Managed System Configuration

Symptom

Executing activities 'JVM Parameters Setup' or 'Byte Code Adapter Installation' from the Managed System Configuration (transaction SOLMAN_SETUP) is failed with the error 'User is not authorized to access Configuration Manager'.

The following picture describes the details that can be found when the 'JVM Parameters Setup' is performed:

The 'Byte Code Adapter Installation' fails during the 'Introscope Agent Connector Generation' with the following details:

Moreover, the following error can be found in the Diagnostics Agents log file SMDAgentApplication.log of the affected server:

Jun 6, 2014 4:20:22 PM [Thread[ExRun:default_2,5,default:ExecTG]     ] Error      [WHS] Failed to find javaPath for node xxxxxxxxxx
[EXCEPTION] com.sap.smdagent.vmmanager.VMManagerException: Failed to get Instance properties - xxxxxxxx
Caused by: java.lang.SecurityException: User is not authorized to access Configuration Manager.
