Stack Ranker is enabled but not visible when behavior is being rated instead of Competencies.

Resolution
Stack Ranker will not work if there are competencies that are rating by behavior. The stack ranker button will not show up.
To use Stack Ranker it will be necessary to rate on Competencies instead of behaviors. This way the Stack Ranker button will appear.
