Can Admin's send the User Welcome Email or System Message Email in the recipient’s language or locale?

Resolution
When new employees or users are created in the system, there is an option to send a Welcome Email notification to provide them their login username and to set their password. This can be done by:
- Import Employee Data > Select an Entity > More Options... > checking the “Send Welcome Message” checkbox option.
For Welcome emails triggered through imports, the language of the email depends on the Locale of the user.
- Manually through Admin Center > Send User Welcome Email
When Welcome emails are sent manually using this Admin Tools option, the language follows the default language of the instance, or whatever language or text that the Admin who is sending the message changes the email subject and body into. It does not send using the assigned locale of the recipient.
Note: There is currently an enhancement request to allow the same behavior as Employee Import, for manually sent Welcome Emails to follow the user’s locale.
