The permission required to grant a user proxy rights through RBP is "Proxy Management."
Important Notes:
- Whereas, Employee Data > Proxy (view/edit) permissions specifically control access to People Profiles, allowing users to view or edit the profiles of those they proxy for. These permissions are separate from general Proxy Access Permissions, which enable users to act on behalf of others across the platform. This means, means you don't need "Proxy (View/Edit)" to enable a user to proxy as another user in general. It is only needed if you want to manage specific People Profile view/edit capabilities when proxying.
- Granting proxy rights through RBP will allow a user to proxy anyone under the target population.
- Restricting the access on module-level needs to be done via Proxy Management Tool (as per KBA 2087311) or via Proxy Import (as per KBA 2524310), otherwise the user will be able to access all modules.
- It should be granted to the proxy user (person who will act as proxy), with the account holder (person who the proxy will act as) as target population.
- The users receiving it will also be able to assign proxy rights to the users under the target population as referred on this KBA 2087311.
- Users with the "Proxy Management" permission won’t appear in the Proxy Management Tool’s proxy lookup. The proxy relationship will only be visible in the tool (proxy lookup) if you assign the user with Proxy Management permission to a specific user as a proxy user and this relationship will not appear in the UDF.
- Note that if you are using Granted User's Location, Division or Department, the user must have valid value (not N/A) in this field in their User Data File.

Granting the proxy rights through RBP:
- Go to Manage Permission Roles.
- Create/edit the permission role that you want to use to grant the proxy rights.
- Fill out the Basic Information page and click next to Add Permissions
- Go to Manage User and grant Proxy Management permission;
- Hit Next, Preview page will show up and click Save.
- Select Assignments page beside the Permissions page to edit the assignments
- Either Add Role Assignment (to create a new assignment) or Select the Assignment Name (to edit an existing assignment)
- In Grant Access to page, you can define which users should be granted this role permission specifically, those who should have the ability to act as a proxy.
- In the Target Population section, select the group of users that the individuals granted proxy rights (as defined in step 9) will be allowed to proxy on behalf of.
Note that for both step 8 and 9 this could use Permission Groups or other granting and targeting features of RBP. For more information on how to use RBP check on KBA 3189246.
