2089737 - Settlement rule is not created automatically when creating production order/process order

Symptom

When creating production order in transaction code CO01 or process order in transaction code COR1, "Maintain Settlement Rule: Overview" screen appears with message CO 630 issued: Distribution rule could not be created automatically.

And if the settlement rule is not created, the system sets the "GR Non-valuated" indicator and the GR cannot be posted to the stock.
