2096433 - Error when opening an RFC connection CPIC-CALL in step Maintain RFCs in SAP Solution Manager

Symptom

In the SAP Solution Manager 7.1, the following error occurs when accessing step "Maintain RFC" or pressing "Test Login" for Managed System Setup User:

     Error during connection to system <SID>/<Client>: Error when opening an RFC connection (CPIC-CALL: 'ThSAPOCMINIT': cmRc=20 thRC=497 Unable to determine host address: )
     or
     Error during connection to system <SID>/<Client>: Error when opening an RFC connection (LB: Hostname or service of the message server unknown DEST = <temp_rfc_destination>)

In the SAP Solution Manager 7.2, the error is incomplete displayed. Checking the dev_rfc trace of Solution Manager in t-code ST11 can display the complete error.
