2096549 - Cannot find or access forkhelper - JDK may be corrupted

Symptom

While running an installation or system copy during R3load execution, Software Provisioning Manager tool (SWPM) stopped with the following error:

sapinst_dev.log
ERROR: <timestamp> com.sap.inst.migmon.LoadTask run
Unloading of 'PACKAGE_1' export package is interrupted with exception.
java.io.IOException: Cannot run /sapmnt/<SID>/exe/R3load - Internal Error (Cannot find or access forkhelper at "/<temporary directory>/sapinst_exe.xxxxxx/jre/bin/forkhelper") - JDK may be corrupted.

 * The example above shows an error during the export, however the same issue can occur during the installation/system copy import phase.
