2100621 - Specific WebI reports cannot access Edit Data Provider button

• Single or group of Web Intelligence (WebI) reports cannot access Query Panel through Edit Data Provider button
• Other reports using the same Universe, even in the same folder, have access to Edit Data Provider button
• Administrators have no issue, which makes the issue appear to be permission related
• "Edit Query" permission is granted
