2103136 - BPM toolkit cannot be installed

Symptom

You are trying to install the BPM toolkit, as per the indications of SAP Note 1695099, but the installation fails with the following error:

tc/bpem/support/tool/ear (not present in the system)
Vendor: test.sap.com BPMSupportTool.SDA 7.3013.20140929152018.0000
Vendor: test.sap.com Provider: SAP AG DC
Rejected due to following reason(s):
004 : Component test.sap.com/tc/bpem/support/tool/ear cannot be installed.

In the SUM logs, you can see the following:

Oct 31, 2014 10:10:56 AM [Warning]: Software delivery unit located in D:\tmp\BPM\BPMSupportTool.SDA is rejected because of the following reasons: Component test.sap.com/tc/bpem/support/tool/ear cannot be installed.
Component tc/bpem/support/tool/ear is not part of any existing software components (SC).
