2103145 - Error "The patch package could not be opened. ..." during installation of a SQL Anywhere Support Package on Windows

Symptom

  • Problem with the installation of a SQL Anywhere Support Package (formerly known as EBF) on Windows.
  • After the start of the setup for the installation of the Support Package, the Windows Installer complains:

The patch package could not be opened.
Verify that the patch package exists and that you can access it,
or contact the application vendor to verify that this is a valid Windows installer package.
