You can use the "matrix1placement" (for Performance-Potential) are "matrix2placement" (for How vs. What) portlets (background element) to report on this data. These portlet are updated automatically by the system whenever there are changes to the ratings, so there is no effort on the admin to keep the portlets updated. 

The mentioned portlets are not enabled by default, so you may need to configure it to use for reporting, if you still do not use it in the Employee Profile.

NOTE:

• The XML background element definition for the portlets needs to include all fields, as the Ad Hoc Report frameworks depends on the field definition being present and will only display the fields that are configured; 
• To report on the latest rating, you can simply filter by "Placement End Date" > By Rule > "Is null", as the placement end date will always be empty for the latest record.

To complete tasks in Provisioning, you need to engage your Implementation Partner. If you are no longer working with a Partner, open a Configuration Change Request with Cloud Support.
