2105785 - Error: "Data provider or other service returned an E_FAIL status." when using the SQL Anywhere OLE DB Provider

Symptom

When using the SQL Anywhere OLE DB ASAProv or SAOLEDB provider, on a client build of 11.0.1.2346, 10.0.1.3990 or 9.0.2.3924, looping through a dataset could return the following exception:

"Data provider or other service returned an E_FAIL status."

with an error code of -2147467259.
