2106358 - Saved XLSX File using SaveAS function is larger than when saved from MS-Excel

Symptom

Using SaveAs with an XLSX! format, the resulting xlsx file is much larger than when the file is then opened in MS-Excel and saved.
In simple case the file saved from PowerBuilder was 5223 KB and when opened in Excel and then saved with a different name, the file size was 842 KB.
