2108078 - Unable to Launch CmcApp on WACS in BOE XI 3.1 SP7

Symptom

  • After a brand new install of BOE XI 3.1 SP7 on Windows, you are unable to launch the CmcApp via the Web Application Container Service (WACS) URL (http://<hostname>:<port>/CmcApp (default WACS port is 6405))
  • In Internet Explorer, the error message says "page can not be found"
  • In BOE logging directory, you may see the following entries in APS WACS logs:
    • warning: communications error with client not a GIOP message: missing GIOP magic key
  • Fiddler trace shows HTTP 502 on the CmcApp URL with the following error:
    • No connection could be made because the target machine actively refused it <IP address>:<WACS port>

  • Use WACS as the web application server. Tomcat is not installed
