2110551 - Error: cannot connect to Planning and Consolidation web server

Symptom

  • Getting the error: Cannot connect to Planning and Consolidation web server. Please check your Planning and Consolidation web server and your IE proxy.

  • Server Diagnostic shows Status: error for SAP ABAP Server Connection and Microsoft Message Queue.

  • The error message "Could not load all ISAPI filters for site 'BPC'" is in Event Viewer on IIS machine.
  • The error "Config Error Cannot add duplicate collection entry of type 'filter' with unique key attribute 'name' set to 'ASP.Net_2.0_for_V1.1'" when an user access to http://localhost.
