2112612 - Designer 32-bit startup crash - Data Services 14.2 Service Packs PRIOR to SP4

• 32bit Designer crashes on 64bit Windows
• When running under compatibility mode it sometimes works
• Sometimes it allows first login and then it is unable to start it until a complete PC restart
• 64bit Designer works as expected
