2113327 - CURR_CONVERSION logic could only generate results for at most 12 months.

Symptom

User wants to run BPC currency conversion for a lot of TIME members at once. For example, he/she wants to run currency conversion for all TIME members by using following script logic:

*SELECT(%ALLTIMEID%, "[ID]", TIME, "[LEVEL] = 'MONTH'")
*RUN_PROGRAM CURR_CONVERSION
CATEGORY=%CATEGORY_SET%
TID_RA=%ALLTIMEID%
RATEENTITY=Global
*ENDRUN_PROGRAM

But after curency conversion package executed, result data only generated for first 12 months. For all the other TIME members, there is no result.
