2115592 - Unable to access the CMS after installing Essbase 11 64 bit driver when the CMS is using Oracle 11 for the repository.

Symptom

Log on  from Central Configuration Manager and get the following error message:  Failed to retrieve cluster name from the database.  Reason: SAP Businessobjects BI platform CMS: unable to connect to the CMS system database ”x”.  Reason: ORA-12154:  TNS: could not resolve the connect identifier specified

Log on from Central Configuration Manager and get the following error  message:  Account information not recognized:  Could not reach CMS ‘x’.  The CMS on machine ‘x’ was stopped due to a critical error.  (FWM 20031)
