2116957 - 'Error in user role assignment' in SRM User Settings

Symptom

HR replication or CUA (central user administration) is not active in your SRM, but when a user tries to change his/her email address (or any other data on portal) from the "SRM user settings" screen, he/she gets the following error message, even if nothing has been changed in Role Assignment.
