2118349 - When a manager is inactive, a higher level manager is not used for the direct reports

Symptom

When a manager is inactive, a higher level manager is not used for the direct reports.  For example, if the Director is a higher levelel than the Manager and the Manager has direct reports, when the Manager is inactive, the Director will not be used for the direct reports.

This is the organizational structure in the above scenario:

- Director

- Manager (inactive)
