2120545 - Notification sent in English locale when the recipient has a different locale.

When a template sends a notification in the English locale when the recpienet has a different locale.

For example, the APMComponentRequest template sends out the notification in English, despite the fact that the recipient of the message has German Locale (both Admin and User Interface) and the Item it refers to was also created in German locale. The selected language of the course is German, too.

• The system sends the APMComponentRequest to the email address specified in the contacts of the Item.
• Since this is only an email address and not a user ID, the system has no context where to get the language from, so it takes it from the default locale language of the system - in this example the default locale is English.
• Hence why the notification is in English and not in German.

The only option would be to set the default locale of the system to German, then these notifications would also be sent in German.
