When a template sends a notification in the English locale when the recpienet has a different locale.

For example, the APMComponentRequest template sends out the notification in English, despite the fact that the recipient of the message has German Locale (both Admin and User Interface) and the Item it refers to was also created in German locale. The selected language of the course is German, too.
