2123740 - Error "Cannot retrieve meta data from LMDB for <SID> ST_PI " during SOLMAN Migration

Symptom

During Solution Manager Migration you see the following error in the application log transaction SLG1: Component E2E_ALERTING; Subcomponent DPC_SETUP

"Cannot retrieve meta data from LMDB for <SID>ST_PI, reason: WLI entry is not unique"
or
"Cannot retrieve meta data from LMDB for <SID>/ST_PI, reason: <SID> no Landscape data available"
