2125913 - Incorrect format with smart client application- SAP PB

Symptom

In PowerBuilder 12.6,  deployed a .NET Winform application.  Rebooted the machine and then tried running the application and it will not start.   There is no error message.
The application was deployed using Smart Client to a Windows 8.1 machine using the .NET Framework 4.5.
