2127767 - mipc_priv_state in sp_iqmpxinfo() shows "not responding" - SAP IQ

After converting a simplex to multiplex sp_iqmpxinfo() shows mipc_priv_state values like these:

• When connected to the coordinator node
      - The coordinator’s mipc_private_state = "active",
      - The writer’s mipc_private state = "not responding".
• When connected to the writer node
       - The writer’s mipc_private_state = active
       - The coordinator’s the mipc_private state = "not responding".

• SAP IQ 15.x
• SAP IQ 16.x
