2130076 - sometimes objects are not getting imported when using LCM CTS+

After setting up the CTS+ LCM integration in the BI landscape according the the How to Guide "How to configure LCM with CTS+"

• We see that the deployment of BI objects appears to work fine, all log messages indicate success, but the objects were not actually imported, whereas in other cases they are imported to the target.
• There are no errors in either case and logs show success all along.
• The behavior is similar to the one reported in SAP Note 1807273; however the patch recommended for fixing is available for LM-TOOLS 7.02 SP12, and we already have it.
• We already applied the resolution from SAP Note 1860594 to remove any false warnings.

• When I test directly promoting the same promotion job using only the Promotion Management from the BI CMC, the objects promote successfully. So it seems it only occurs with the CTS+ promotion.
