2130852 - Unable to Start PB.Net 12.6 - SAP PB

Symptom

PowerBuilder .NET 12.6 was installed on a Windows 8 machine that  already has MS Visual Studio 2013 installed.

Getting the following error when trying to start PowerBuilder.Net

"Activation context generation failed for "C:\Program Files (x86)\Sybase\PowerBuilder 12.6\pbshell.exe".

Dependent Assembly debuggerproxy.dll,processorArchitecture="X86",type="win32",version="1.0.0 .0" could not be found.

Please use sxstrace.exe for detailed diagnosis"


After copying the DebuggerProxy.dll and DebuggerProxy.dll.manifest from another machine, now getting this error:
The 'Sybase.PowerBuilder.PBVSX_PlugIn.PBVSX_PlugInPackage, Sybase.PowerBuilder.PBVSX_PlugIn, Version=12.6.0.0,
Culture=neutral, PublicKeyToken=63a3ca6608b5e92c' package did not load correctly.
