2132517 - Empty space or small viewable area in Web Template after Upgrade

Symptom

After upgrading to BI Java 7.40 SP 8 patch 20 or SP 9 patch 10, there are 2 possible issues with Reporting.

1. (left picture) You are seeing a blank square in the reports, between the Buttons Toolbar and the Report data.
2. (right picture) Report displays in a small parte of the screen. The rest of space is blank.
